Obama called it an “agreement” for the intentional and express purpose of circumventing the necessary and Constitutionally-required approval of the US Senate. This is not a debateable point.
The messages from the WH have been consistently and constantly garbled, mangled and contradictory. I don't see why this would be different.
The only difference is that we’ve now got a POTUS who seems willing to work to address it, hopefully, through peaceable means.
This country is in a tribal phase right now. It will cycle back toward moderation eventually, but for now it is what it is.
