Duke comes to mind on how Wolken describes it. An elite program that everyone thinks is on the up and up.

I think he nails the NCAA's approach to Memphis. They think they got Al Capone on tax evasion, and maybe that was all they could do. It is hard for me to picture Kansas (or Kentucky) fitting the "everybody thinks they are clean" part of his description. They are among the most penalized athletic programs in the history of the NCAA with long, dirty trails to justify why.
Just look to who is going where of Memphis players recently. That's probably a good place to start. And I seem to remember a couple going to Duke.
A whole bunch of people in college basketball think Texas is the dirtiest program in the game, yet everyone acts like Rick Barnes is Joel Osteen.
This would fit. I've always had a soft spot for Barnes due to his taking a flyer on Buckner, but without knowing any real solid dirt, the program smells fishy.
