Yep. I was there for 2 years. In fairness, they did not shit on the streets, but in the benjo (sp?) ditches that ran beside the streets. On the highways, any area you could pull over was considered a designated rest area. I will admit we had a rule, the only time you need to lock your car is when you are on the base.
