Using the opportunity to work with/near the cats as a way to convince unpaid volunteers to work ridiculously long hours every day of the week for years is no different than what Joe and Doc are doing. She's using the cats as a carrot to dangle in front of the volunteers for free labor which puts more money in her pockets.
Joe at least used people that couldn't work anywhere else, for the most part. He kept all the convicted felons in one spot.

She has an industrial grinder that she used to grind the body up to feet to the cats. Her brother worked in the police department and they refused to do a DNA test on the grinder while his kids pleaded for them to do so She had the POA to list disappearance instead of death on it right before he went missing as well. Right as he was working on his estate planning to make sure she didn’t get any money or property
She also declared him dead and took all his stuff as soon as it was legally possible to do so and then took a bunch of last will and testament stuff he was working on, but had locked away in an area to which she did not have a key.
