    They've completely destroyed their tax base from horrible management and policies, so someone has to pay for the infrastructure.

    I've been to the Detroit area 5 or 6 times for work. Absolutely miserable. It's like Gotham but with more minorities and less superheros. They really ought to just let the place burn to the ground and start over.

    I actually agree with this for the most part. I doubt too many people have reasonable access to clean water without it running through their pipes. On the other hand, I doubt too many of those that can't pay have the will or knowledge to actually obtain clean drinking water if it is reasonably accessible.

    It's not like the area is a desert and they're plenty of free public water fountains they can feel up jugs with.

    every city has low income rates for water. my guess is in detriot it got to such a tipping point that they couldn't afford the freebees anymore.

    I just want to throw it out there that I had to pay $350.00 to turn our water on.
