maxine waters is slated to replace him. probably the only person on the planet who could be worse.

 

He's quitting because he wasn't going to get re-elected.

 

His district's opinion of him has suffered in the last 2 years, due to the extravagance of his lifestyle and continued evidence indicating his corrupt nature.

 

When lifelong public servants are now with millions and millions of dollars, it isn't too hard to connect the dots.
