Without arguing semantics, it is still a dumb argument he is making. If you are using a lethal weapon, you use lethal tactics. Plain and simple. And if someone is charging you with a knife, you go center mass. Biden's argument here is dumb.
This is fact. It should make the deployment of a lethal weapon (which includes unholstering and pointing at a person) rare. Unfortunately, it has become routine. Ya know what happens when you point a weapon at someone over and over and over again? They don't think you're going to shoot them, and they act normal. And then one time they do that, they get shot.
