Asylum means they have some reason to fear danger, violence or something similar if they go back home. It doesn't have to be Chechnya in the 90s.

 

And what’s stops someone for asking for it even if they can go home? If you don’t think every coyote tells these people that if you get caught the first thing you do is ask for asylum you are kidding yourself.
