Highly, highly unlikely. It isn't civil, because the money goes to the state. In some states it isn't as hardcore as our super awesome state of Tennessee, in that it is an infraction, and not a misdemeanor, but an infraction is still criminal--just without the risk of jail time.
Civil = civilians = citizens. Ordinary people, not the state. The state is issuing a traffic citation. If Indiana is calling a state mandated fine paid to the state "civil," then it's just because they're [uck fay]ing idiots who don't want a bunch of their white people called "criminal." I wouldn't expect much from a place that birthed and educated Indy. In the context of normal words, civil is civil. And a traffic stop is not civil. It's government on people. Now, if the fine isn't mandatory to be paid, then maybe I'd go with civil. I'd say the traffic lights camera ticket in Tennessee probably now qualifies as "civil," because I don't think it has to be paid.
