    I understand what you're saying, but I have a hard time considering a moment of silence to be a violation of religious freedom.

    Oh no, a moment of silence is perfectly fine. The sanctioned prayer is not ok.

    If it's about tradition, it seems like it would be easy to call it a moment of silence instead of a sanctioned prayer, and everyone could pray on their own if they choose.
