That's correct. There are also usually a couple of guys who get hurt or go to shit mid-season, so the people who figure out a way to hang around after being cut preseason will have a chance to get picked up. Punting and kicking are tough. One per roster, and the life expectancy is really long by NFL standards.
Flip side is get in a camp, do well, and hope you get the call up if something happens to one mid-season.
