The obvious answer is any number of people who will not get nominated. Of course, there's no good reason for the admin to nominate them. More two party, too much about getting elected again, to do it all over again, BS coming.

 

obama will nominate someone he knows doesn't have a shot of getting approval. they will get denied and then his real choice will get approval based on the fact, that at the very least, they weren't nominee #1.
