I always thought that the ball needed to leave the hand to be a "shot" that could be goaltended. Otherwise, wouldn't any dunk be offensive goaltending?

Euro is if the ball is sitting on the rim. This is different. The ball has not left the hands of the shooter, so the defender can touch it, too.
