it certainly didn't seem like a great decision. it's funny. I watched it recently and remember thinking that she could have found a better solution.
And that gets called out more than once through the course of the show. Mostly by villains, but still. Some of the new crew certainly question it. Seven also.
In terms of Janeway being secretly coo-coo, I can't help but think on my favorite episode, the one I mentioned with Harry Kim getting stuck in an alien program with an evil clown. She ****ing tortures that AI entity at the end after winning. I mean, crazy [itch bay] stuff for no reason at all. Picard, Sisko, Kirk, etc would have just walked away or destroyed the device after rescuing their crewman. Not her. She twists the ****ing knife for no reason other than because she is crazy and not really star fleet material.
