It's really actually pretty simple. You don't touch the ball on it's way down, above and in the vicinity of the rim.
Then there should be a rule against doing that. The goal tending rule is also simple, the ball must have the possibility of going in.
As one comment I read said, "he's boxing out the guy directly behind him, there's no guarantee that if he doesn't go up & try to rebound or tip the ball that guy won't get it or tip it in. are we really at the point where we chastise players for giving refs "an opportunity" to make a horseshit call?'
And until it hits the rim and bounces away from the basket, or falls below the rim, it does have a possibility of going in. It doesn't matter how small or large the possibility is.
