Isn’t that why the idea was to be a federation of states with at least some level of sovereignty? Idk fully how it would go with no EC, but I’m not sure the guy in Nebraska’s vote would be worth anything without it.
Replace crops with "state" and you have the EC. So if you thought yours was dumb, congrats, it and the EC are dumb. People vote. Not things or concepts.
No, Nebraska has a state government that is voted in not by people in California, but people in Nebraska. The purpose of the Federal government is not to be a state government. The purpose of the Federal government is to be FEDERAL. Ie: not concern itself with Nebraska, or California or Texas. Those places have their own ways of dealing with the needs of their people.
Right now, Nebraska is subject to the whims of Ohio, Florida and Pennsylvania. The President is the ONLY elected office in the land (that I am aware of), either at state or federal level, where there is an intermediary between the people an the Office. Tennessee's governor is not elected by delegates from each county, are we in Knoxville held to the whims of the people in Memphis? No. I don't get the love for the EC. I never have.

It does, as designed. If Nebraska needs something from the Fed, it uses its 2 Senators and proportional Representatives to go convince the other states, in two chambers where states are equal. And if California doesn't like it, there isn't anything they can do about it, because they don't vote for senators and representatives of other states.
A robot, zero. A sentient non-biological, or non-human life is a different question. Currently, though, either would have to apply for American citizenship, since they aren't born here.
An "AI" will never become a "person," as that's a human term. The concept of "person" will change to something around sentience. And that would then cover other biological life, or non-biological life. Maybe not even sentience, but... something that describes awareness at a level we have now.
And then the federal govt puts a lot of pressure on Nebraska to do what it wants by threatening to withhold federal funding if they don’t comply
