Because he loves his alma mater and Bill won't retire. He could coach UT for a few years to get that HC experience, then step in at NE when Bill finally steps away. I'm not saying this as a serious suggestion, just to be clear. I just didn't know what his situation was. Had heard a while ago he was a candidate for NFL HC jobs so was surprised to see he wasn't one yet.
