That's coach speak. There is no way in hell he is going to go into high-profile programs and pluck high-profile guys to fill his staff. He's going to have to find the undiscovered and unappreciated, promote and pay, and that looks like the approach he is taking. The proof is going to be in how well he identifies them and, if any of them pan out, whether he is able to retain them.
