I wish that I could recall the program that lived off of JUCOs. I want to say it was K-State. I just can't recall Fulmer or majors actively pursing this many JUCOs; unless it was a special player like Girbril Wilson or Dale Carter.
problem with jucos is that they rarely come in and play at an elite level right away so you generally only get one good year out of them
just like other guys it depends who you get. aaron rodgers was a juco. so was his teammate desmond bishop. but generally i agree with you.
Dooley is facing winning games heat and having the team appear coached heat and offensive gameplan heat and some defensive gameplan heat and special teams suck heat. Other than those couple, he's killing it with the fans.

That LB named Poe. He recruited Marlon Walls, in HS and Juco, I think. I think it was unusual if Phil had more than one Juco in a class, though.
There were some in the 90s as well, but it does seem that the rate at which they are being brought in has increased.
