The hip drop tackle should be easy to officiate. If you perform that move and take him down while landing on the ball carriers feet, ankle or legs, it’s 15 yards. If you perform that move and take him down but don’t land on the aforementioned limbs and appendages, then no penalty, good tackle. But that’s not really what they are going with so it becomes somewhat subjective for the official. It’s the landing on the lower body parts that causes the injuries they are trying to avoid.
