Is that a serious comment? Because Pac has fought a solid group of boxers. He fought two sure fire HOF guys, Morales and Barrera a total of 5 times (winning 4) and went another four times against his most difficult stylistic matchup and borderline HOF fighter in Marquez. He certainly has a more impressive list of fighters than Mayweather.
I think he means overrated because he has a fanbase that worships the ground he walks on which makes him seem bigger and better than he is and I'd agree. That isn't to say he sucks.
That's mostly Filipinos who haven't ever had a world wide athlete of his caliber, ever, so their over exuberance is probably understandable. I still think he and Mayweather are the two best boxers of the last 10 years.
