wrs in nfl go down quite often to not get hit, especially on crossing routes, slants or just when they see contact coming. I've never seen a ref blow the whistle without them being touched. If Houston defender doesn't dive on him immediately and walks up to touch, imo, the clock runs out. Opens up a potential issue on low throws when a wr goes down and stays down. Can he get up if not touched or are the refs going to blow it dead everytime.
Maybe a game situation/judgment call deal? Not sure. Sometimes the rules vs. interpretation aren't the same, also. Definitely wouldn't have hurt for the defender to hang back.
If the player is obviously giving himself up, I think the ref is supposed to blow the whistle even if he hasn’t been touched.

according to the rule, but its not enforced very often unless they slide feet first. I can't recall an NFL game where a rb or wr goes down voluntarily, even when a couple have gone down inside the 5 on their own for clock reasons, and the refs stop the clock immediately.
