If I were betting on it, it will apply to existing games and not a future released game.

 

I wouldn't be a good city planner. I always put in the football stadium as soon as I could afford it.

 

My guess is it comes from their $20 bin.

 

Seems legit to me. It's what I do as well.

 

Yet I will still be able to pirate this game.
