It’s just as easy to get players from other schools and lesser programs to transfer in to your school. The NCAA already approves 90% of waivers, so instead of trivially handing out these waivers, just give everyone one free pass.
There's more people wanting scholarships than scholarships available. If a school messed up and hired a bad coach, they might be mass exodus. However that would just push the schools to making coaching changes faster. Which would be better than, tough shit guys you're stuck with Butch Jones. It wouldn't be any different than the private sector were employees can come and go freely, even if it puts the company in a bind. And make no mistake, these players are employees of the university and NCAA.
