1. I concede that nothing is better at motivating people to work and contribute than starvation/survival. However, I feel there are circumstances (rarely) that put people in situations where motivation is not the problem at all, and thus the starvation/survival not appropriate in a community. 2. As I said, one way to do that is change the carrot from "life" to "luxuries of any real kind." Did you know people spend more money on lottery tickets than just about any other form of entertainment? And that the majority of money spent are by those who would not qualify as "middle class?" I know it's nanny state scary talk, but that just shouldn't be. Ban lotteries entirely if necessary, or just make gambling something you can only do with a W-2. We currently have a system that not only punishes the lazy, but also the working poor and the less intelligent and the desperate. I realize I am not directly answering your question, but I hope I have at the least given you an idea of what needs to be targeted.

What got it there was foolish cuts that have led to higher costs. Less government for the sake of less government is what caused it.
Ummm I'd say the unions blowing up the local economy played a big big part in the local govt having no money. Hard to tax a dry well
I'd say switching the water over without properly treating it did it. That was done by the governor. That you or anyone else would try to swing this all the way over to unions is ****ing sad. Unions didn't let that water continue to be delivered to children while covering it up. Get a grip.
You blamed some nebulous "anti govt" ridiculousness for the lack of govt services there rather than the obvious answer that it's directly related to the economy there sucking.
It wasn't a lack of government service that was coming out brown and filled with lead, man. Lack of government services would be no water. Delivering poison under the guise of fulfilling a government service is something else.
Ignoring that a better life or profit isn't an equally powerful motivator is exactly why you believe in socialism and everyone else paying more taxes.
That's true. Hierarchy of needs and such, but it's the true driver of hard work in America. It's exactly what the socialists forgot as they built their Utopias.
