IMO he's already the second best coach in the conference while at a bottom tier program.
Not any more. The SEC is awful.

I think he'd be very successful at a top tier program.

He was told Lincoln Riley was to be named coach in waiting. He told them good bye
Defense-wise, the SEC still trumps the Pac 12.

I'm pretty sure he had a winning record against pete carroll and harbaugh. it wasn't just the offense that got him to win. the guy is a great motivator and is innovative in the way he ran the program. plenty of great college coaches have failed in the nfl.

he also NEVER lost to obviously inferior opponents which is more than I can say for harbuagh, pete carroll, or even saban.
He lost to Arizona if I recall

Kelly lost to Boise State, Stanford, and Ohio State in year one, and in the following three years lost to LSU, USC, Auburn, and Stanford.
I'm not disagreeing with you. Sec coaching is pretty rancid right now though.

52-31 loss in Eugene was Harbaugh's only defeat in year four
