I would say that they are erring so far on the side of life in an abundance of caution, and don't seem interested in figuring out how far they're erring because the error is (to them) trivial compared to if one errs in the other direction.

To an infected person, it is sometimes asymptomatic (only 1 in 5 actually experience symptoms). If you do get symptoms, it is mild joint pain, rash, red itchy eyes, headache, muscle ache. All pretty mild. The real problem is that it correlates strongly with microcephaly with mothers who were exposed to the virus during pregnancy. The particulars on the mechanism for this is not known.
And it's serious enough that Obama has put it pretty high up on his agenda. This will likely evolve into a bigger threat to Americans than SARS, Ebola, and West Nile combined. But the principle effect will be on newborns, expectant mothers, and potential mothers.
