It can be fixed if people wouldn't lose their minds every time there is a restriction. A somewhat deadened ball and a lowered mound would go a long way.
That's fair. I did hear that MLB is trying to be especially strict about it so people actually follow the rule, but we'll see how long that lasts
I think they are going to be like NFL in preseason where they are very strict with it and maybe loosen up once season starts. Granted 2 days worth of data, but games are 22 minutes shorter than last spring as of now.
Per Jayson Stark the stats are pretty much dead on with what they were the first week in the minors last year. After 4 weeks it more or less went to 0.
There has always been a rule on the books that pitchers have 12 seconds. It had just never been enforced
